I'm getting error of cannot convert from byte[] to public key. So I tried like this

I don't think you can use the SecretKeySpec with RSA.

X509EncodedKeySpec keySpec = new X509EncodedKeySpec(publicBytes);
KeyFactory keyFactory = KeyFactory.getInstance("RSA");
